Chinese Scammed A Nigerian, What Should Be Done To Recover The Money?

This happened many years ago to my brother. He made a first order, the Chinese sent the items. It was on the second order that the Chinese refused to communicate with him after all payments. Is there a way to report the details of the Chinese seller to Chinese authorities?
